In 1979, I began working as a consultant with the National Center on Institutions and Alternatives (NCIA), a nonprofit organization specializing in the development of alternatives for the serious criminal offender. As a senior staff member, I traveled from the firm's office in Alexandria, Virginia, to various cities, working on individual cases at the request of defense attorneys.
In 1981, I was asked to open NCIA's new regional office in Los Angeles, California; and assumed the position of Western Regional Director.
In 1986, I opened my own private practice in clinical criminology and established THE SENTENCING GROUP, a firm specializing in sentencing and parole evaluations. From 1986 to 1990, I prepared evaluations and testified in the juvenile, adult, and federal courts, chiefly in California.
Since moving to Canada in late 1990, I have maintained a clinical practice in sentencing and parole, and have testified before numerous courts on sentencing matters. My expertise in sentencing and penology has been certified by the courts in Canada as well as the United States. I have also appeared before both the National Parole Board (NPB), the Ontario Board of Parole, and the U.S. Parole Commission.
